Analysis of leaked Copenhagen Accord from COP15

I have just seen a later leaked draft of the political declaration... this one titled Copenhagen Accord (previous draft was titled 'Outline')

It removes earlier "firm resolve to adopt one or more legal instruments" "no later than COP16"

earlier draft recognises that science says global increase in temperature "ought not to exceed 2 degrees"
New version recognises that science says global increase in temperature "should be below 2 degrees"

It replaces "deep cuts in global emissions are required" with "deep cuts in global emissions are required, according to science, and as documented by the IPCC 4th Assessment Report"

It deletes a reference to a specific COP decision on adaptation

The paragraph on Annex I mitigation is much larger but still has X and Y instead of numbered percentages. The extra wording is on the MRV side.... Here it is in full

"4. In order to further strengthen the emission reductions initiated by the KP and without prejudging in which legal instruments Annex I parties commitments would be listed, Annex I Parties to the Convention commit to implement, individually or jointly the quanitified economy-wide emission targets for 2020 as listed yielding in aggregate reductions of greenhouse gas emissions of X per cent in 2020 compared to 1990 and Y per cent in 2020 compared to 2005. Delivery of reductions and financing by developed countries will be measured, reported and verified in accordance with existing and any further guidelines adopted by the COP, and will ensure that accounting of such targets and finance is rigourous, robust and transparent."

Paragraph 6 (mitigation in forest sector) and 7 (various approaches, including use of markets) both remove mention of COP decisions but there is a still reference to a single decision in Paragraph 10 as in the earlier draft.

Also, totally deleted in the new draft is Paragraph 13 from the earlier one, which read:

"13. Capturing the progress achieved in the work of the AWG-LCA and AWG-KP under the Convention, the Parties by continuing negotiatoins pursuant to decisions taken at COP13 and this decision, with a view to adopting to one or more legal instruments under the Convention as soon as possible and no later than COP16. Deciding to extend the mandate of the AWG-LCA under the Convention and continue the world of the AWG-KP to negotiate one or more legal instruments under the Convention."copenhagen accord 4.30pm.pdf
